Under the supervision of the Senior Manager, the incumbent:
- Plans, organizes, manages, and supervises the Programme by: setting the general direction and strategies of the Programme; developing and executing its annual work plan (including implementation, quality control, proposal development, fundraising, budgetary planning, financial management, monitoring); and overseeing production of training materials, guidance documents, and substantial and financial reports.
- Ensures sustainable funding and sound financial management for the Programme by: developing effective relationships with, and mobilizing support from, existing and new donors; approving expenditures in accordance with budgets; assessing and incubating new initiatives capable of attracting new funding; and ensuring effective outreach and communication.
- Conceptualizes and implements new Programme areas and projects to expand the Programme portfolioby: identifying new project opportunities; providing policy and technical advice on Programme innovation and resource mobilization; and forging new partnerships.
- Represents the Institute and senior management, as appropriate, and enhances collaboration, partnerships, and synergies with external partners by: interacting closely with intergovernmental organizations and UN bodies, agencies, and programmes engaged in chemicals and waste management, such as Convention Secretariats, FAO, OECD, ILO, UNDP, UNEP, UNIDO, WHO, GEF, the World Bank, IOMC, and UN regional economic commissions; developing effective relationships with Governments, civil society, and private sector organizations; presenting information, observations, and opinions to partners and potential donors regarding capacity development trends, needs, and opportunities; and attending regional and international meetings.
- Maintains the reputation of the Programme by: following high standards in capacity development and service delivery; ensuring compliance with rules and regulations; managing the Programme’s public relations; overseeing the construction and updating of the website; producing promotional materials; establishing a network of professionalsand alumni; liaising with media, opinion leaders, and partners to showcase benefits and results; and nurturing and expanding partnerships.
- Maintains positive work environment by: communicating professional expectations; planning, monitoring, and appraising staff’s results; overseeing, coaching, and counseling staff; initiating, coordinating, and enforcing systems, policies, and procedures; maintaining a secure work environment; and developing personal growth opportunities.
- Keeps senior management informed of new initiatives, developments, and performance by: preparing appropriate and timely inputs to decision-making and planning processes, audits, and substantive and managerial reports; participating in management and staff meetings; interacting with UNITAR departments, programmes, and units as appropriate; sharing best practices/lessons learnt; and adapting current management strategies to meet guidelines and policies agreed upon by the Institute.
Work implies frequent interaction with the following:
- Managers and staff of programmes and units within the Institute.
- Senior staff from organizations in the United Nations system, as well as other intergovernmental organizations.
- Ambassadors/Permanent Representatives and other diplomatic staff of the Permanent Missions to the United Nations at various UN headquarter sites.
- Directors and senior representatives of specialized ministries in Member States.
- Senior representatives of partner institutions, donors, universities, the private sector, and nongovernmental organizations.
Supervises staff and consultants working in the Programme.
Successful management and further development of the Programme with the goal to ensure its diversification and sustainability.
Professionalism: Comprehensive knowledge of and practical experience in project management and expertise in designing training and capacity development projects. Sound knowledge of substantive topics covered by the Programme. Proven management, innovation, and fundraising skills targeting major chemicals management funding sources (e.g. GEF). Strong facilitation and analytical skills. Experience with capacity assessment and training methodologies. Ability to analyze and integrate diverse information. Mastering of multitask and multilevel decision-making. Ability to anticipate requirements, set priorities, and make sound decisions by evaluating alternatives and considering the impact on the Institute as a whole. Establishment of productive and cooperative relationships with staff, colleagues, partners and donors, and ensuring a high level of integrity. Creativeness and vision to apply new approaches and methodologies to improve existing programmes and incubate new ones is particularly important.
Planning & Organizing: Sound organizational skills and ability to prioritize work programme, and to work under pressure of frequent and tight deadlines; solid leadership skills to develop vision for the Programme.
Communications: Excellent communication (spoken, written, and presentational) skills, including ability to produce a variety of written communications products and to articulate ideas in a clear, concise style.
Teamwork: Strong interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
Supervision: Demonstrated management and leadership skills at the Programme or multi-project level.
Education:Advanced university degree(s) in related science/social science, or the equivalent combination of education and experience in a related development field.
Experience:At least ten years of progressively responsible professional experience, including management experience, in the specific programme area associated with this post.
Language:Fluency in oral and written English as well as Spanish or French is a requirement.
Other Skills:Extensive working experience in developing countries; good knowledge of relevant institutional mandates, policies, and guidelines; and good knowledge of the institutions of the UN system.
