Post-Conflict Development Training
Countries emerging from conflict are faced with a myriad of systemic and interconnected political, administrative, economic and social challenges. The UNITAR Hiroshima Office has many years of institutional experience in developing and delivering focused, relevant, needs-based training in countries emerging from conflict, such as Afghanistan, Iraq and South Sudan. Covering a range of thematic areas, UNITAR Hiroshima focuses on mid-to-long term indigenous capacity development, so that participants can rely on their own abilities and reduce their dependence on the human resources and expertise provided by the international community. Using blended learning methodology, many of the programmes cover a longer term, incorporating multiple workshops, beneficiary-led projects, asynchronous training modules and online video conferencing, to enhance the impact and sustainability of the programme.
By virtue of its location in the eternal city of Hiroshima, the UNITAR Hiroshima Office is able to expose participants to the post-conflict reconstruction story of the city, as well as to the policies and processes implemented which today see a citizenry devoted to peace education, and the memorization of tragedy for the benefit of future generations.

UNITAR Hiroshima develops training programmes to suit the realities of each country and situation, and can deliver tailored training on request.
UNITAR Hiroshima has developed a range of high level training programmes on leadership, communication and management through long experience training senior government, business and NGO officials, including from Afghanistan and Iraq. The programmes examine practical tools that can equip staff at all levels of management with the skills and insights necessary to achieve departmental and national visions.

Afghanistan Fellowship Programme
Developed by the UNITAR Hiroshima Office, the UNITAR Afghanistan Fellowship Programme is our signature post-conflict training programme which builds the capacity and enhances the leadership, management, and professional skills of a core group of senior government officials, academics, and practitioners from Afghanistan.
South Sudan Fellowship Programme
Launched in 2015, the UNITAR South Sudan Fellowship Programme takes a unique approach in South Sudan by focusing on developing the project development, implementation and leadership knowledge, skills and attitudes of junior to mid-career level South Sudanese professionals in both public sector and civil society organizations.
Corruption undermines democracy and good governance, severely curtails sustainable development, while also increasing both instability and the risk of the propagation of terrorism and insurgency. Building the transparency and anti-corruption capacity of developing nations is the key starting point in the process of strengthening public institutions and rule of law.
Law Enforcement Anti-Corruption Training Programmes
Law enforcement agencies have a prominent role in modelling behaviour in the civil service, and reassuring the populace of effective rule of law, and judicial process, delivered with respect to human rights. This means that building the capacity of such entities is a key starting point in the fight against corruption.
Public Sector Transparency & Anti-Corruption Training Programmes
Addressing corruption across the broader public sector is key to addressing the range of political, administrative, economic and social challenges. The relationship between transparency and development cannot be understated.
Strengthening financial systems and improving economic policy decision making is a key step in ensuring that countries emerging from conflict are able to effectively obtain and use foreign aid to ensure sustainable development.
International Economics and Finance Training Programmes
This programme explores a systematic analysis of specific government policies in the Asia-Pacific region in order to emphasize means by which countries undergoing post-conflict reconstruction can attract foreign capital to facilitate more effective economic policy.
Monitoring, Evaluation and Reporting of Foreign Aid Training Programmes
This programme provides exposure to best practices in implementing foreign aid strategies, as well as uniquely incorporate an examination of both European and Asian donor nation portfolios, thereby highlighting challenges and opportunities presented by respective cultural and regional scenarios.
Public Financial Management Training Programmes
Strengthening public financial administration is key to ensuring sustainable development. Focusing on best practices for Public Financial Management, Budget Planning Models and Revenue Management, this training programme is aimed at Chief Financial Directors.
