Senior Scientific Specialist – P4 (workload at 50%)
Under the supervision of the Senior Manager SCYCLE the incumbent shall
- Supports the development and implementation of the UNITAR Sustainable Consumption and Production portfolio by:
- Heading SCYCLE's implementation and circular economy work;
- Heading the implementation of framework contract and exemption work for the European Commission;
- Contributing to the overall SCYCLE strategy in expanding the SCYCLE on the ground implementation and the acquisition of funds, and by this to maintain or even expand UNITAR’s strong position in the sustainable production, usage and disposal of ubiquitous goods;
- Drafting the future work plans to align work with other international activities such as the PREVENT Initiative of the German International Cooperation (GIZ) or the German Institute for Standardization (DIN);
- Building bridges within the team to link on the ground implementation to statistics, national policy development, e-waste academies, societal and technological aspects (IoT, blockchain, robotization, environmental crime, circular economy, etc.);
- Overseeing the overall quality of exemption work for the European Commission, new training products on for on the ground implementation and circular economy;
- Provide substantive support in the establishment and maintenance of annual work plans, and oversight for technical and financial reporting.
- Supports Project Management by:
- Maintaining, building and strengthening the relations with various UN divisions on the ground implementation, circular economy and sustainable consumption and production. For instance UNIDO, UNEP, UNDP, World Bank and UNOPS;
- Maintaining, building and strengthening the existing network with top universities and research centres, such as Fraunhofer Society, TU Berlin, Delft University, and others;
- Serving as Officer-in Charge in case of absence of the Senior Manager of the SCYCLE Project;
- Supporting the financial management and project planning of SCYCLE, and human resources management of the on-the-ground implementation and exemption work team , and providing input for internal/external programme reporting.
- Engages in resource management activities by:
- Leading the conceptualization of new project concepts and project proposals around especially exemptions to policies and legislations, on the ground implementation, and circular economy.
- Identifying, in consultation with the Senior Manager SCYCLE, potential resource mobilisation opportunities, carrying out related research and meetings, and leading on the preparation of project proposals;
- Leading the financial negotiations;
- Preparing related legal and contractual documentation;
- Performing any additional functions as requested by the supervisor.
The Incumbent’s work implies frequent Interaction with the following which may, at times, require more than routine exchanges in order to clarify administrative procedures:
The incumbent will be an important client interface for the SCYCLE project also focusing on programme promotion. Combination of credible authoritative capacity with independent responsibility for originating specific project initiatives creates opportunities for expanding and developing new client relationships. In order to support diversifying the funding base and help to scale up SCYCLE’s mission of sustainable consumption and production of ubiquitous goods with a focus on following:
- Provide technical advice and assistance to programming partners as required;
- Leads field missions, including provision of guidance to external consultants, government officials and other parties;
- Represents the Organization at international meetings and conferences, identifies and implements strategic partnerships, advocates best practices and increased dialogue and develops and negotiates effective working relationships/consensus and agreements with international and national stakeholders in international organizations, governments and the business sector.
The incumbent will be expected to affect the overall execution of projects or service / functional areas and teams' reputation and success with functions cover the following:
- Proven strategic coordination support in the design and implementation of innovative development programmes and partnerships with significant impact on the overall effectiveness of the SCYCLE;
- Professional leadership of larger and multiple teams;
- Team management for overall strategy, quality and delivery of results;
- Effective coordination with technical teams, including coordination with internal and external stakeholders;
- Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.;
- Manage subordinates in programme/project development, implementation, monitoring and assessment;
- Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities.

Advanced university degree (Master or equivalent) in one or more of the following: environment, chemistry, development studies or other equivalent related technical field; sound knowledge sustainable consumption and production of electronic electrical equipment, e-waste, and its statistics, training and policies.
- A minimum of seven years of progressively responsible experience at the national and international level in the area of environment, sustainable consumption and production, statistics, of waste and e-waste and any other relevant fields, among which working with governments, industry and other stakeholder groups, experience in leading international expert group discussions e.g. on circular economy, critical raw materials, hardous substance policies is required
- At least five years of working experience in the area of global, regional and national modelling or related area, is desirable
- Experience in managing teams and development planning; specialized in research and authoring high impact publications is considered an important asset.
- Experience in the capacity building programme is desirable
- Proficiency in Microsoft Office advanced Excel, MS Access (including VBA), Outlook, PowerPoint, is required
- Working level proficiency in English is required.
